Governor Brown presented his May revision to the January State Budegt proposal last week. Most of the projected $2.4 billion revenue surplus has to go to schools under propsition 98. and the May Revision also projects that most of the rest of the surplus will have to go to a major increase in the number of people covered by MediCal. The Governor does propose to pay $100 million back to local governments in the 2014-15 fiscal year. That's part of the money the state owes to local governments for previously unfunded mandates.
